Hello? Can someone please help me. Is it possible to recover photos even if it doesn't back-up in my iCloud? Also the restored back-up was the back-up from my old phone.

You should elaborate more on what's going on here. Recover what photos from where? Do you have a backup of ANY kind? How are these photos stored (i.e. iPhoto/Photos app or on your computer)? (EDIT: I assume iPhone since this is the iPhone section) What device do you want to recover them from? Etc etc...
