How to recover shortcut key for save file

When I clicked command+s become like snapping pictures, any idea to recover or setting to change?

If this happens when Finder is active, then it should be in Preferences>Keyboard>Shortcuts tab. If this happens when other application is active, it can be application specific shortcut. That would be in Preferences of that application, usually.
I am using Cheatsheet (free application) which lists for me (on activation) currently active shortcuts, so it is easy to identify what shortcuts do at any given time. It does not say where/how default is overwritten, though.
