how to reformat mac mini?

Without making my own backup of Lion on a disk or buying the USB drives of lion from apple, how do I do a clean install on the mac mini?

i heard that if the machine detected nothing on the hard drive, it will download the files. but how do i access the "safe mode" to first clear out the hard drive on lion?

for snow leopard i would put in the install discs and reboot while holding C. is this still possible without any install discs or usb drives?

EDIT: sorry this should be in the mac mini subforum, but the question still is valid for macbook air reformat
