How to reinstall Mac OS into new HDD by USB DVD drive

I have a Macbook running intel core duo cpu. unfortunately, both my hdd and dvd drive failed. I replaced a new hdd and try to resintall the mac ox (recovery disks, 10.4 tiger, i also have the snow leopard disk) with an external usb dvd drive. I tried both to press the c-key or the option key while turning on. Only the Mac os X install disk icon came up but failed to reinstall. Please help!

you cannot boot from external HD or CD drive, you have to use a usb or flash drive.. stupid i know

please tell me more details how to do it. just copy the whole thing from the dvd recovery disk to the flash drive? flash drive need to be format into ntfs or fat32?
