How to restore files from cloud?

AFAIK our iPad was backed up the Friday before I took it in for a nonfunctioning microphone. A backup on that day was what the techie said was performed.

But if our now-missing videos are in the cloud, I have not found any obvious way to go find them. Nor do I know how to restore them if I find them.
