i have an iphone unlocked firmware 7.1.1 , i plan to sell it and keep a same firmware without personal information on it , i think i have to clean all and fresh restore but keep same firmware 7.1.1

will i able to do it , if yes , how ??

You can't restore because 7.1.1 isn't being signed by Apple. You can erase all data from your phone.

so if i erase then people who buy they restore a phone to latest firmware ???

In "Settings", "General", "Reset", "Reset all content and settings" it wipes all the data from the phone, basically a clean slate for your iphone and it is the same thing as restoring with itunes, PLUS, you can keep ios 7 and it won't force you to install ios 8.
