How can I restore these time machine files from recycle bin ? I also can not delete them. Thanks in advance.

Im not sure I understand fully what you mean. If you are saying you want the files that were in your recycle bin at the time the backup was made from the one you have highlighted in the photo, go into that folder, then Macintosh HD, Users, your user, and in the next folder you have to go into the hidden trash folder. I think the easiest way would be once you get to the Users folder, open terminal, then type 'open' followed by a space, then drag in your user home folder to the terminal window and it should fill in the directory path. At the end of the directory path add on a /.Trash so it looks something like '...../Macintosh\ HD/Users/yourusername/.Trash' then hit enter and that will be what was in your trash bin at the time.
