How to search for untagged items in Finder?

I want to tag a bunch of stuff, so I want to know what stuff isn't already tagged. A saved search seems perfect for that, but I can't find a way to search for items without tags. I can only search tags by names (no has-tag, or doesn't-have-tag) options, and searching for tag is <leave field empty> doesn't have an effect.

Is there a way to only filter on untagged items?

Oddly enough, it seems "Tags is not <empty field>" is doing the trick? I guess the empty field is interpreted as "any" rather than "none".
