How to sell iPhone 4 that hasn't been activated?

I used my upgrade to get an iPhone 4, but havent opened it and am going to sell it instead.

I purchased it through AT&T online and received it today.

However, it came with instructions that said I had to use the pre-installed SIM otherwise there could be issues if I used a different SIM.

I want to sell this phone, but is it locked to my phone #? Or can the person who buys it just activate it on iTunes and enter their phone # instead?
