how to send file to ipad? bluetooth?

I need to send a photo to ipad, so i can use it as wallpaper. how do i send the file, and how to i set the wallpaper, since we are at it?

Where is the photo located...On what device? A camera, phone? Need more information to help

its on my computer.

having said that, I dont want to use icloud, as the ipad is not mine

Without iTunes, you are pretty stuck. BT won't do it, it needs to be synced across....What about emailing it the iPads address (the one the user uses) then save it to the camera roll...Best way for you I think.
