I have a belkin n1 router i need to extend the range of it can i do this with airport express and if so how? dose it go through the wall sockets or can it just be done wirelessly?

Officially the Airport Express (AE) can only be used as a range extender for the Airport Extreme unfortunately. I do believe the Linksys WRT54G has either been hacked to allow it or one of the linux firmware's for it allows it. Can't remember how that works.

But no, it won't extend the range of a Belkin wireless router.
