For iPad and iPhone, I know it is possible to complete the setup while choosing deliberately to skip Apple ID (for reasons too long to explain, I do not want to the device to be tied to an Apple ID during initial setup).

Is it possible to do this during the Apple Watch setup? Also, is it possible to pair it with an iPhone that currently has signed out of iCloud? Does the Apple Watch ALWAYS inherit the same iCloud account as the one used on the iPhone?

Can't find firm answers to those questions online...
 
You can do part of the initial Watch setup without signing in to your Apple ID. Certain features that require a cellular phone number won’t work on Apple Watch Series 3 (GPS + Cellular) unless you sign in to iCloud.

You can sign into your Apple ID by using the Watch app on the paired iPhone. Open Watch app, Tap General, Scroll down to Apple ID and Tap. If you are not already logged in you can login here.

For your iPhone and Watch to work correctly, both need to share the same Apple ID and both need to be actively logged into the same Apple ID.

Note: This only works on a brand new Watch or one that has had the Activation lock Off.
