I want to share contacts and calender across my devices using iCloud. In the iCloud settings on each device (iphone, ipad, MBP) I opened these apps in iCloud, but they dpn't synch across devices. Note that I do not want anything else to be shared on iCloud.

What else do I need to observe?

You need to add your Apple ID account to each app as well:

Thanks. I have iCloud active on each device and contacts, but no joy. Just this moment iCloud asked me to activate iCloud Drive, but did not let me restrict the apps to those i want to synch. I DO NOT want my whole SSD copied to iCloud. Doesn't make sense for me. If the synch only works if the whole Mac is copied, they are blocking a partial synch.
That's a very unfortunate business model of Apple.

But have you added your Apple ID account to the apps on each device as in my screen shot?

You can have iCloud Drive off and have Contacts and Calendars on. Separate controls:
