How to stop App Switcher from opening new windows?

In the past, I set the App Switcher up so it wouldn't open a new default window when you switch to an app with no open windows. I just set up my machine fresh and cannot find where this setting is and it's driving me a bit nuts.

Can anyone throw me a bone here?

Ah, I found the problem. I have Hyperswitch installed and there's a setting in that app that controls if switched-to apps create new windows. I didn't think a setting there would affect the system app switcher, but here we are.
