How to sync photos with PC via iCloud

How do I sync my photos with my PC (running Windows 8)? I've downloaded the iCloud Control Panel, but not all my photos are there. The "My Photo Stream" folder only has photos through March 2013, including some that I've deleted, and the "Activity" folder only has 2 photos.
