How do I sync over my Watch data and achievements over to a new iPhone? I’m trying to set up the iPhone as a new one, so no backups or restores will be used.

I had an old Apple Watch with my old iPhone and sold both. I just got my new Watch and I want to set it up with a new iPhone...but I want all the old achievements and health data to sync over.

I have all the Health data syncing over iCloud...how should I be doing this?

Your new phone should sync the data from iCloud if you had the Health tab on under iCloud. It did for me. You have to be in WiFi for it to sync.

Great!

So all the watch data (workouts/achievements/etc) syncs under “Heath” when syncing with iCloud?

Yeah all of it. All my badges and all!! It was weird at first because it synced everything but the last 5 days. So I was freaking out. So I turned off the health tab on both, restarted both, turned the health tab on and restarted again. It re-synced and finished the last few days. I was glad I didn’t need to unpair and re-pair the watch.
