How to tell capacity when iCloud locked?

How do all the sellers of iCloud locked iPhones on eBay know the capacity of the phones?
I thought that when it was iCloud locked you couldn't get past the setup screen to get to the Settings screen.
Have I got that wrong?

IMEI # on the back of the device is all one needs to get that information + every other detail regarding that device.

I forgot the IMEI was on the back of the iPhone 5/5S/5C.
