When it says 100%.

Some folks don't use the percentage display.
You can use the vote up button and keep the threads clean. Officially "this" is against the forum rules.
On the lockscreen it'll say "100% charged". You don't need the battery percentage on to see that .

Even then, the chargin does continue for a good amount of 10 maybe 15 min approximately (Top up charge).
On the iOS 6 you would get the plug symbol on the side of the battery icon when the phone is fully charged.
On the iOS 7 I have yet to see it.
The iPhone will emit a loud whistling noise and steam will appear from the headphone jack.
