I have tried by signing into my iCloud which both devices are logged in but it’s not working. My iPhone has old backup bookmarks or something and they are totally scattered. The are a jumbled mess. Is there any way I can transfer my bookmarks from my iPad to my iPhone without iCloud?

How to transfer bookmarks from iPad to iPhone?

Turn off keychain on the iPhone and sign out of iCloud. Remove all iPhone bookmarks. Sign back into iCloud and enable keychain. You can use your iPad to authorize keychain on the iPhone. Hopefully, this will re-sync the bookmarks.
