Hey guys need some help.
I am using one account for my iTunes where I download music and books.
Then my wife and I have different iCloud accounts. How can I transfer my music from my iPhone to hers? Can this be done without the computer? Over the air?
I know if we are both on the same network, I can do it if we both open our iTunes on our computers. Can we do it without the computers?

There's no way without the computers assuming you are on stock iOS, as far as I'm aware of anyways

Can't she just log on to the same iTunes account and download the music on hers?

Go to Settings->iTunes and App Stores on your wife's iPhone and log into your account. She can still use her iCloud account, but all iTunes purchases and downloads will come from your account.
