Hey,

I am running two displays, and I would like to turn off my Apple studio display sometimes.
The synchmaster I have has a power button, and since its 19" I like to watch stuff on it and would turn off the studio display....but I can only seem to dim it.

If you're talking about the Studio Display I think you are, it has a touch sensitive strip along the bottom of it. There is a power button at the bottom right, so you should be able to turn it off by just touching that. As far as I recall, the old ASDs had buttons on the bottom, while the later ones came with the touch strip. I've never owned one myself though.

When the computer is off that turns it on, and when its on that makes it go to sleep.

Well, when you watch a movie it automatically shuts the second display off, which answers part of my question, but the other part was just turning it off. However, I just talked to apple and they confirmed you cannot turn it off.
