How To Turn Off Autoplay On Websites (Like CNN etc)

My mom has prepaid hotspot wifi and she has a cap... only 2 gigs a month... even a few seconds of HD video burns into the data... and tons of news sites have video auto play like CNN etc when using safari on her ipad.... How do we disable auto play on all websites?

Also, how do we disable automatic updates on all programs? (used too much bandwidth)

scroll to app and iTunes stores
turn off cellular data

i don't know about autoplaying videos.
