....and limit to want it shares? Who gets to see what is shared?
 
Answer the first part?

From this screen I believe, can be found under settings, sharing. Select what you do & don't want to share from the menu.

And what to share but when I go on my phone I don't have to enter password and it shares everything?

Presumably because your iPhone and iTunes are using the same apple id. It recognises that and won't ask you for the password (because for most users that would get real annoying).
What are you exactly trying to limit access to and from what devices? If it's other family members using iOS devices then the steps you took above should work. If using the same apple id I guess you will have the same issue you're having with your phone.
 
I'm the only one using my Apple I.D so I only (if I sign into other peoples devices) have Acces to it when I use my Apple ID I used when I setup home sharing on my computer? I just want to stream movies.

In iTunes, iTunes>Preferences>Sharing.

Stream movies from where? Your Mac to your phone or from either your Mac or Phone to your Apple TV?

If it's on your Mac just leave the home sharing on and your good to go. If it's from your iPhone, I just use airplay (if it's off the internet).
