How to turn on Files On Demand iCloud for Windows

I downloaded the Windows iCloud app from Microsoft store and my understanding is that it has Files on Demand similar to OneDrive to save disk space. Upon signing in, it starts to sync and download all of my files. How can I tell it to use Files On Demand so it only downloads the files I open?
