How to unlock 3 UK locked iPhone 4S?

I have read a lot that i can unlock the iPhone by calling 3 customer service number and unlocking costs about 15 GBP. But the problem is that i am not in UK and i am not the first owner of the iPhone. Is there any way that i can call to them and they unlock the iPhone.
Please if someone has unlocked the iPhone through 3 UK customer service, do reply to me ASAP. I really need to unlock my iPhone.

Right now i am using Gevey Ultra S which is running fine but i want to factory unlock my iPhone 4S.

From what I've read, 3 only unlock for the original owner.

The only other thing I can think of into pay a premium to someone like officialiphoneunlock.co.uk...
