I'm using public beta of macOS mojave, however, it seems I can not update Xcode 10 which was updated on AppStore yesterday.

Click to expand... Because you are on the "Public Beta" program and not on the "Developer Preview" program, you cannot download development tools/apps. I could be wrong on this, but you can certainly try. Sign in on the Apple Store with your apple id and download from here: https://itunes.apple.com/us/app/xcode/id497799835?mt=12 I was able to download earlier today and am using the developer's preview of macOS mojave.
