How to Upgrade to iOS 7 and restore from backup

I tried upgrading to IOS 7 with my developer account, it upgraded, but I was not able to restore from by backup in itunes from before the backup. IS there anyway to upgrade and get all my apps and data back

You have to restore in order to get the option to load your backup.

If you upgraded from iOS 6, shouldn't all your apps and data just stay in place?

In any case, if you have an iTunes backup, you can just click "restore from backup." iCloud backups are great for emergencies, but an iTunes backup is better for things like testing betas, where you may have to constantly restore from backup.
