So I goto the icloud.com website and am trying to upload the Photos Library file (mac) into the icloud website onto a different apple id. The website won't allow me to select the "Photos library" file itself.

Is there any way to upload the file to the icloud.com website? Thanks!
 
The Apple-preferred workflow is likely to import the library into the new user ID’s system photo library (eg copy the file directly then open via MacOS Photos. Then Set as system library). After that, sync to their account via iCloud Photo Library.

The only alternative I can think of would be to compress the library into a .zip or .rar file file. If the library is over 50gb in size you’ll have to set the compressing program to break up the archive into 50gb chunks.
