I have an iPhone 6S Plus that I use at home on wifi for taking screen shots to document an app I help support. iOS 15.2

I would occasionally like to use it as a mini tablet in a place where there is no wifi. I have a data-only SIM (AT&T DataConnect/Buy-A-Session) that works in both an Android tablet (shows full bars 4G) and an iPad Mini 5 (shows full bars of 5G E, which I know is not really 5G). The iPhone recognizes that the SIM is an AT&T 4G SIM (shows full signal) but it won’t use the data connection. (WiFi off)

I have reset the network connection but that didn’t help.

Is there something that I need to do to get this to work? From what I’ve read, I should be able to use a data-only SIM in a iPhone for data-only service. (It looks like there may be some sort of AT&T connection app on this phone, if that’s a clue. The About information showed AT&T for the network. )

Any help would be appreciated. I’ve read several articles online and have followed the instructions, I think.

When I try to use Safari, there’s a pop up that says “Could not activate cellular data network, You are not subscribed to a cellular data service” on a screen that says “Safari cannot open the page because your iPhone is not connected to the internet”
