How To Use a U.S. Based iPhone in Costa Rica?

I'm going to Costa Rica for 3 months and was wondering how I can use my iPhone there without racking up a million dollars in phone call fee's. Does the iPhone work well for international calls using Skype to Skype? Any other solutions or practical idea's for someone that travels a lot?
