How to use family share correctly?

So I added somebody to family share in terms of AppStore, but this person can't see the apps I've purchased.
He enters settings --> iCloud then presses my name and it doesn't show any list of apps nor it lets him to download any apps I've purchased through AppStore for free.

Any ideas?
He has iPhone 5S, I have iPhone 6+ and we have iOS 8.0.2 with iCloud drive enabled.

Are the apps shareable? Some are, some aren't. It's up to the developer to decide if it's shareable or not.
