How do I share files on my iPad with others mobile devices?

my iPad has Wifi, Bluetooth, no cell data.

How to share when you don't have access to a local Wifi network. So coffee shop, or office scenarios won't work. No cell phone coverage, (yes these places still exist). The old desert island story. Just my iPad and some one else's tablet or phone.

is there a iPad setting or app I can use.
 
Ok Using a hard cabled link an iOS devices, Apple, what about some one who has a android tablet? How would I transfer files to that device?

Would cable have to be used could it be done via bluetooth, wireless?

Airdrop is wireless, but it is only on a device that is newer, as in any device new enough to have a lightning connector.
It uses wifi direct. Idk about android.

I just tried sending a small color photo from my MBP to my iPad - connected via bluetooth - I was unable to successfully send it - got a message saying iPad lacks the necessary services. I was able to successfully send the same file from my MBP to my Motorola telephone.
