Not sure of your frame of reference, but having owned a mini and now an iPad 4 I can tell you that the mini is very washed out color wise when compared to the 4.

In a side by side, they are starkly different. Granted that might be retina related, but its definitely noticeable.
 
I purchased a mini about a week ago, and immediately noticed a warmer hue to it. Compared it to my sister's and I could definitely see a warm yellow/red tone. Took it back and got anther iPad. Same issue + light bleeding... So here I am on my third iPad. Hate being one of those customers who exchanges a product for defects tbh, but whenever I compare it to my sister's iPad, I can see it is not as bright and it has a different hue. At an angle, the colors look cool, blue, and bright. But from the front, the colors are dull. It's very odd. I compared it to my dad's iPad 2 (same screen as mini) and it was much more cool and bright. The colors on mine seem dull compared to my sister's mini or my father's iPad 2. And compared to the iPhone 5 it's a different story (iPh 5 is cool while iPad is yellow/red). But it's retina so I know there is no comparison there...

Some said the yellow screen was just the glue but is this really true? Does this go away with time? Does it need to heat up a bit to get rid of the glue? How warm is the tint supposed to be

People pay a premium for Apple products because they don't mind paying more for quality. So I see where you're coming from.

What do the Apple Store guys say? If you compare it to other ones in the store? Is it possible something you're around is affecting it?
 
It's not supposed to be yellow.

I'd go to the Apple store and compare with other mini's. Yes, it's not as vibrant and sharp as the iPad 4, but it's not claiming to be.
