With the inclusion of a 5 watt instead of a 10 watt (or even 12 watt) adapter, is charging slow, decent, or speedy?

Not sure about the 5w charger. But my mini had a battery % of 56 out of the box I plugged it into a 10w charger it was at 100 withing 20 min. It was also downloading several movies from iCloud while charging. I was impressed

Took 15 min to go from 80 to 86% with my iPhones 5w charger (same as what's included with the mini)

I already blew out the included charger. I'm in the process of getting it replaced ("chatting" with service was a waste of time -- in the end they said I'd have to call or go to an Apple store to arrange replacement). It worked for a few minutes, and now it doesn't. A different adapter works fine.

Regards,
Tom

I thought using the 10w charger when it comes with a 5w charger could damage the device?? I've been told to never use my iPad charger on my iPhone for this reason...true or not?

Not it is okay to use a higher watt charger but not recommended to use a lower watt one.
