How is the latest version of HS and Photoshop, Lightroom, Illstrator, Premiere and After Effects? Is it still buggy?

Pretty much, takes too long to start, lags and UI is horrible on new CS. Better keep using whatever version you are comfortable with and has acceptable performance.

Adobe probably as CC 2017 had good performance. HS and CC 2018 is littered with bugs. Search the forums and you'll see.
