HTC Zoe & Video Highlights for iPhone?

I've been reading about the HTC One's Zoe and Video Highlights, and watching the results, and I think it's a nice feature to have. I was wondering if there are apps that does something similar for the iPhone. Can I do it using iMovie for iOS?

Tried searching an hour. I cant find anything. Well only 1 thing but its by uploading files. And it crashes when uploading or sometimes elsewhere as well.

Someone should really make a offline video highlight app.
