HTML (image)map tag, or CSS

Hi

Hope someone can help. I'm trying to create a clickable map (split by say..continents). What is the best way to do this?

I don't really have any experience with html image maps and I assume there are accessibility issues with it?

Is it best to use CSS, any suggestions as to how to approach it?

Image maps would be your better bet. They can be accessible as long as you provide a title attribute on each link describing that element, such as the continent name.
