If it's a program that you are talking about, run through the uninstall procedures. VPN's normally require an uninstall since they need to attach themselves to the internal driver for the network. Just dragging it to the trash probably won't uninstall the inner workings. Read the README that came with it.

More specific??? What internet connections thing? Exactly what steps did you take?

Open up Internet Connect, click on VPN, uncheck "Show VPN Status in Menu Bar"

i finally figured out how to get it off, man that drove me crazy!

Sounds like Apple's VPN menu item...you should be able to just command-drag it off the menu bar and it'll disappear. But yes, Phatpat's method also works.
