I bought a device only iPhone 5 and its locked. I paid $649 for the 16gb. Shouldn't this be unlocked.

No they aren't sold as unlocked in the USA, just locked without carrier subsidy, although the Verizon one is partly unlocked but that is the same whether you pay full price or not

i bought if from AT&T I might just unlock it on ebay and sell it for a profit. Luckily I still have my 4s

U won't make much profit if u sell it on eBay u already paid 700 for it incl tax . Just call AT&T n ask them to unlock it, they will if u paid full price.
 
Yes, people are selling them unlocked for around 900-950ish. You lose 3% to paypal and 9% to ebay.

So assuming you bought it for around 700 after tax you're looking at 800-830ish after paypal fees and ebay final value fees.

All that with the potential for a scammer buyer for a 100ish buck profit? Doesn't seem hugely worth it.
