I cannot open Safari 4

I've tried downloading Safari 4 from 3 different locations. After it downloads successfully and my Mac restarts, I try opening up Safari 4 and have not been successful. I'm using a Mac G4 OS 10.4.11 with 1.5 Gigs of RAM. I downloaded Safari 4 for Tiger. Has anyone else had this problem? I'm still stuck using Safari 3.1.1.
