I can't find Notifications Centre settings (Want it to show in lock screen)

In iOS7 I decided to make it so the Notifications Centre didn't show in the lock screen (Otherwise people could just pull it down and read my messages that show up there) but now I want the Today view to show up in the lock screen, however I simply can't find it in the settings, and is that even possible?

I only want the Today view, not the notifications, so that I can get access to the widgets from my lock screen, if that's possible.

They moved it to Settings > Touch ID & Passcode. Or just Passcode if you don't have Touch ID.

I know...I couldn't find it either and had a similar post in the iOS 8 section when the update came out. It makes more sense to keep in under "Notifications"
