So should I wait for the Nexus Prime or preorder a iPhone 4S?

I believe you should get an iPhone, because frankly you are on an Apple forum. Clearly you enjoy Apple products or you wouldn't be here. It might not be the most significant reason but it's probably true for most members here. I'm sure there are exceptions though.

720 screen on the prime is tempting...i'm eligible in december, and honestly am hoping the prime is on att. i for sure won't be getting a 4S...

You should also consider the Nokia Ace, too. I personally think the WP7 platform is going to be great.

Nexus Prime, wait for the iPhone 5.. but I am going to have to say you should at least take a look at Windows Phone 7 phones, it's a great mobile OS.
