I deactivated the Facebook chat but still appear as online if I use Facebook

I use Facebook basically as a news feed and I deactivated the char , but people still see me as online ( and they text me :/ ) , I have tried on safari , on chrome and even on my iphone and it's still the same , do you experience this as well , is this a bug or is this just how Facebook works ?
