In Linux and Windows, opening a new desktop clears your window state. This is useful for, say, having 1 desktop open for each client you're meeting today since it makes it easy to avoid accidentally revealing sensitive information to the wrong client.

In macOS this doesn't seem to be the case. If you have a program open in 1 desktop and open a new desktop, interacting with that program will just bring you back to the original desktop.

How is this supposed to work?

Even after reading that, I don't see any use case for multiple desktops in macOS as achieving any sort of isolation between desktops requires manual configuration on a per app/per session basis. Maybe hypothetically if you want to have different programs running in different domains but don't want to run Docker for some reason? Hypothetically.
