i get zero 3G coverage, AT&T says I should get excellent signal

What's the probleml?

I called and the rep said I should get excellent 3G coverage. My phone always drops from 3G to edge. Even on edge, I get crappy voice quality (2-3 bars). On 3G (when it does work for like a minute or two), however, the voice quality is excellent.
