Try sending a text to your phone from email or whatnot and see what happens then.

If you don't mind me asking, why do you have the settings in the middle? I like it because it looks cool with the little shafts, then the 2 blue icons, then the 2 green ones. Am I thinking like you, or is it something completely different?

Limitation is at the springboard itself, plus what is the point of wasting battery consumption so it refreshes the dock icons?
