System preferences->General->Appearance switch to Dark Mode. it's systemwide not just Safari.
 
I do have dark mode selected but safari is still white (the rest is all dark like notes, calender etc)

When you say white do you mean the web pages?

EDIT: Nvm I see web pages are in dark mode also.

I don't use dark mode but checking a few websites they show white pages for me as well but MacRumors website shows up in dark mode.
 
Dark Mode web pages have to be supported by the web site itself. They are increasing but are relatively still few. Twitter have recently joined the dark side but Facebook, BBC, reddit, etc. have yet to. Until it's better supported I for one won't be using dark mode because I find the sudden transitions from reading a dark page to a white page extremely jarring.
