as the title says, i can access developer beta's from the new menu, even though i'm not a developer and don't pay the $99 per year. how the f*** do i have access to it then?

You're not the only one who has said they're seeing things they aren't supposed to in the update menu. It seems Apple is still working out the kinks with that feature.
Like two installs ago it cried about me not having dev level, but it hasn't blocked anything yet. Maybe they are waiting until 17 since you would need a whole new profile then.
