Was wondering if I buy an out of contract sprint or verizon iphone 5s, can I use ATT SIM card with it since it is unlocked?

I remember last year people were doing this with sprint phone
 
The Verizon ones are reported to work on AT&T, but you won't get LTE.

EDIT: This is incorrect, I was thinking of the 5 and its limitations on LTE bands.

You absolutely WILL get LTE on AT&T. With the 5S. The 5 was the the phone with limited LTE radios.

Will mobile hotspot work also? Or would you have to pay if you are not signed up for it?

Mobile hotspot is a carrier based deal. It will work on any device (so long as you are paying for it). Or... wait for jailbreak and you will have for free.
 
I can confirm that the Sprint 5s also works on ATT.

Just tried it on my friends 5s (Sprint, Early Upgrade). I popped in my ATT nano sim, and the phone rebooted itself, and popped up with the 4g/LTE signal after about 30 seconds - a minute.

I thought sprint iphone 5s was carrier locked to sprint only in the us, that only verizon 5s are truly sim unlocked
