How do you do this when they are outside my local network.

I know there are probably multiple ways but I need the way that will be easiest for them and the quickest to set up over the phone.

Any suggestions.

It won't work unless you both have Leopard. To do screen sharing when not on the same network you have to use iChat, so you will both need an AIM account. The fourth button at the bottom of the ichat buddy list window will allow you to see their screen and control it or vice versa.
 
Tiger can control Leopard machine via ARD.

Open ports 5900 and forward it etc if using a router. Make sure firewall is off
setup dyndns or get the target's IP

Turn on "Screen sharing" in Leopard preferences.
Add a user
